Looking for rookie programmers to build bare-bones RPG

Project Title:
The Akademy Tower

Description:
The Player takes control of a party of up to 4 students at an Academy for adventurers who are tasked with climbing to the top of the on-campus Tower for their midterm examinations. The tower will be separated into dungeons of varying numbers of floors. I need a team of programmers to build a battle system of my own design, as I have no idea what I’m doing with Unreal 4. The game itself will be relatively basic, with movement relegated to a classic 2D tile-based map screen and a turn-based battle interface.

Includes:
10 dungeon, 100 Floor main campaign with defined playable characters that can be unlocked for play in the challenge mode by fulfilling certain requirements.
A Challenge mode in which the player builds a 4-player party on startup and navigates a tower with a length chosen by the player, whose dungeons and enemies will be randomly selected. There will be several NPC students from the main storyline available as playable characters, with more unlockable as you complete challenges in the main campaign.
Mission mode, containing an undetermined number of short dungeons with self-contained stories in which the player must complete a given task under special circumstances. The completion of these missions will provide characters and other bonuses in the Campaign and Challenge modes.
An original battle system where players perform actions that use up a chargeable COMBO meter. Upon leveling up, different characters receive stat increases, COMBO meter improvements and ELEMENTS.
ELEMENT ability crafting system where players can cast spells and abilities depending on the number of ELEMENTS they own, such as FIRE, HEAL, and SWORD.

Talent Required:
I need 2 or more C++ programmers with minimal experience required (though I do require an understanding of RPG tropes and basic programming knowledge). Of course, experienced applicants are preferred.
Programmers will be required to program the game from scratch, or from public domain resources, up to and including the fundamentals of the battle system, movement, randomly generated floors in randomly selected, pre-determined dungeons, enemies, player characters, ELEMENTS ability crafting, and UI.
