Does unreal have anything like this? I know that there are sonic engines out there but im wondering if there is an engine with the sole purpose of allowing the player to stick to surfaces like this
Not Unreal directly, but maybe this is something for you:
You are approaching this from a very bad angle. You are looking for an engine that has a specific thing but all engines can do this and basically none of them will come with it “built in” the way I think you might expect.
To do what you want should not be hard in any engine that can handle 3D. This will require you to develop your own custom physics constraints etc to get the same effect in your own project.
