Lock Cameras in individual Layout Windows?

I hope it’s not a bug & I am simple doing something wrong.
I want to have two frames.

Frame Nr.1: Show me the Cinematic Cuts (Locked)
Frame Nr.2: Show my any CineCamera I am selecting & actively working

Is it a bug?
Or am I missing something here?

Thanks for the detailed video.

If you disable the allow cinematic control toggle on one of the viewports, that will inform sequencer not to take over that viewport so that you can select a camera from the camera menu.
