Localization Service Disabled

I understand from the release note that 4.9 supports OneSky as the first localization service provider, but I am using 4.10.4 right now and notice that I can’t choose OneSky as service provider. It shows Localization Service Disabled, would you please let me know what happened? Was there a problem integrating the API with OneSky?
