Local CS and known points

Hi,

Larger area have known points in local cs, origin at x 5000 and y 5000 on one of those points, then x 5500 and y 5000 on second point, and so on. I need to create 3d model of smaller part somewhere inside of those points. Some of the buildings/poi already have 3d model, my model and all others needs ti fit in same cs. What would be the right workflow here? I would capture whole area, place GCPs and save crop only what I need.
Do I import local system and manually create ground controls, and enter coordinates, or create GCPs file and import it? Is there anything else I should know?

Just in Local coordinate system (for that turn off the camera priors in the process).
