Level Sequence Always Marked As Modified

Whenever I use a control rig in a level sequence the sequence is marked as modified when the sequencer is first opened. The same is true whether I drag and drop a control rig into a level, thus spawning a skeletal mesh actor, or if a make a blueprint with a control rig component.

I can save the sequence, close the editor, open the editor, and open the sequence and it will be marked as modified. Is this the intended behavior somehow? I get the feeling the sequence is using a new control rig reference each time the editor is opened.

edit: The modified on first open happens when the rig has a control.
