Level/map keeps reopening the same level/map once built

4.25.4 source build
Has Steam, Xbox, and Wwise info added to the project.

The problem is whatever level/map the game is set to start on, it will always replays that level no mater the level/map it’s set on.
It does this only once the game is built. It works fine in editor or in standalone.

If it’s set to a level/map only half of the level/map loads.
If the menu is pulled up and you quit or reset the level/map, it then loads on the same level/map but it then loads everything
If I put it on a level/map that has a timer to open a different level/map, it just repeats the same level/map.

Has anyone had this issue or knows how to fix it?

Project settings > Project> Packaging>Cook everything in the project content directory
Mine was set to false. After marking it as true everything worked.
