Does anyone know the Leica BLK3D .cmi import option uses the on-board tilt sensors as well as the known distance between the stereo cameras ?
In other words, is the resulting component scaled and “vertical” ?

Reality Capture uses all data available, but the tilt data is mainly used for working out the camera orientation. The orientation (including vertical) of the project will be calculated using a variety of different things.
