Leader Pose Breaking MH Clothes

I am attempting to add custom clothes to a Metahuman and getting some frustrating results considering how simple this should be. The clothing is made from the metahuman base skeleton and has a few unused bones like toes, because they’re pants and I don’t need them to move with the toes. It looks identical to any shoe, pant, shirt bone setup from CitySample.

When using the same ABP with both, it works in all available previews, the clothes move perfectly with the metahuman. When in game, the clothes do not take updates from the ABP or changes to the Control Rig Controls through the ABP. I’ve read that it could be caused by vertices on the clothes that are unassigned bone weights, but I’m not seeing that when animating this any other way. Even when sitting in the level before play, the clothes and the MH are perfectly setup in the same pose from default values in the ABP. Of course, every tutorial completes this in clicks so I have no idea where to go from here.
