Launcher wont download Engine ( stuck at 4% )

Hello

I have been struggling the entire weekend with this. I’m trying to install Unreal engine 4 but the download does not progress. The most I could get was a download of 4% before it stopped ( left it through the night with no luck ). My internet connection is not very fast and I have made the changes in the config files that was suggested by the troubleshooting guide and other posts. No fire wall and Anti virus is off.

I know this comes up a lot but none of the other solutions are working for me. Attached is the ( hopefully correct ) launcher logs as a RAR.
