I have just downloaded the launcher today with no difficulty. I tried using the shortcut to open the launcher and absolutely nothing happened. I tried opening from my Start Menu. Nothing happened. I am using Windows 7 Professional on a 64 bit laptop. I have tried running the launcher as an Administrator- didn’t work. I tried troubleshooting and that didn’t get me anywhere. I tried googling for answers in and out of the AnswerHub and got nowhere.
I am no technician or computer nerd. I simply did what I saw others doing and can’t find anything wrong with my computer specs. I have the DxDiag results and have tried to compare them to the Launcher Recommended Specs. Maybe it’s my Graphics Card? I don’t know!!

Your driver and GPU are quite old, if there is a gpu driver update I would try that.
Make sure the launcher is not already open.
Check Task Manager to see if the launcher process did not close from the last session.
Make sure graphics drivers are updated to the latest version.
If you are using integrated or laptop specific graphics cards that are DX11 compatible, try using the “-OpenGL” command.
Right-click your launcher shortcut and choose properties.
At the end of the target path field add “ -OpenGL” without the quotes and make sure there is a space before the dash. [Source][1]
