Launcher permanently stuck on “Discovering content…” (My Projects / Fab Library) and Engine “+” install button greyed out. Log shows EOSH reaches “Enabled” but FabBuildsState never transitions to “Succeeded”. Confirmed account/OS-independent after full Windows reinstall and testing with a second unrelated account.

Steps to Reproduce
Open Epic Games Launcher
Go to Library tab
Observe “My Projects” and “Fab Library” sections, and the “+” button under Engine Versions
Expected Result
My Projects and Fab Library load their content, and the Engine Versions “+” button is clickable to install an engine version.
Observed Result
Both sections stay stuck indefinitely on “Discovering content…”, and the “+” button remains greyed out. No error code is ever shown. Launcher log shows: LauncherUsingEOSH=true → EoshState = Enabled → Skipping EOSH removed-item reconciliation: Fab library not loaded yet (FabBuildsState != Succeeded) — this state never progresses further for the rest of the session.
Already ruled out: firewall/third-party antivirus/DNS/proxy, registry cleanup, manual Epic Online Services reinstall (confirmed service running and connected via netstat), sfc /scannow + DISM clean, full Windows reinstall (clean OS format — issue persists identically), and testing with a second, fully independent Epic account (same exact result on the same machine; the primary account works fine on a different PC). This points to something tied to this specific machine on the account/server side.
