a 1060 is better than the 1050 ti in every way.
what you have to keep in mind though is that the question asker is looking at laptops which use mobile versions which are far less powerful. you will probably be able to get ue4 for work on a laptop but the experience wont be nearly as good as if you were on a desktop.
it really comes down to what your looking to create. realistic scenes will require more power to build than a low poly one.
