I have been working on the landscape painting in real time based on the video here however I have strange behavior that I cannot figure out:
This is the issue:
I’m getting spots that are not painted from Grass to Sand and left black or brown.
This issue is happening only if your landscape material has Layer Blend in it. Simple colors are blended with no issues.
Are there any limitations or different approaches that should been taken?

Brush and the rest is exactly from the video.
Can anyone help me to understand this behavior?

Good question, the landscape has few places that are black and most it is brown, some places are sand as they should be. Pattern is not changed after a few loads. Looks like it is the same all the time
Do the tiles correspond with landscape subsections/proxies? If so it could be lighting based, or landscape based. Could you back your project up and delete the DerivedDataCache in your project folder and relaunch the project to rebuild it?
