Issue with packaging project : LNK1181

A project I work on is currently getting this error :

UATHelper: Packaging (Windows (64-bit)): UnrealBuildTool: LINK : fatal error LNK1181: cannot open input file 'libsndfile-1.lib'

We checked our uproject file in accordance with other posts with no additional dependencies that are known to cause this issue as well as deleting our Binaries / Intermediate / Saved folders. and doing a full recompile
