I’m completely new to Unreal engine and want to make a strategy game. To do so I want map generation like you would find in Civilization 5 or Rimworld. Where is a good place to start with this? Obviously it’s a complex topic, but I cannot figure out how to generate a new level at runtime let alone an entire landscape. I saw that Houdini allows for world creation, but I want it done with a ‘create world’ button at run time. Do I have a fundamental misunderstanding as to what unreal is designed for?

Welcome to the forums and to the Unreal Community! You’ll find loads of helpful people here! In regards to your questions, I’d recommend you start with the documentation provided directly from epic. A good example with be the Your First Game article or perhaps even some things from World Partition in Unreal Engine 5.
With you being new to this, something that I find also helps a lot of people in the Unreal Engine YouTube Channel. There are tons of ‘How-to’s’ and step by step guides that help you develop your skills working in the engine. These are fantastic places to start and I hope this helps!
