No. I mean, sure you can run it from the editor on single player. I wouldn’t say its the full game, but, it isnt incomplete.
Can you mod it? Sure, your own created mods, but, you cant go to SteamWorks and download mods and play it that way.
In short: No, you cant download the ADK and compile and play it for free lol
Simply said, you need the full game to use any of the mods. The ADK is free to use to develop mods that can be used with the purchased game. There is no way to “compile” the full game and play it, as it need the full game to interact with. So, in order to play, you need to buy the game.
