Is this type of thing possible in games?Is UE4 architecture visualization pre rendered(non real time)?

Yes, you could do this with a game. The lighting is baked, but the scene is being explored in real-time.

This means its not calculating anything in real time rather than the scene being explored,everything(rendering,lighting and shaders) is baked which is non real time.

Everything is realtime besides the lighting. The materials and shaders are being updated in real time, and adjusting to being viewed from different viewing angles. If the “rendering” or shaders were baked, it’d look like this,
