Recently i have seen lots of maps with STRANGER THINGS name and thumbnails. Some of them popular like STRANGER THINGS ESCAPE [ROGUELIKE] with thousands of concurrent players. They even sell STRANGER THINGS Themed Items with In-Island Transactions with V-Bucks purchases. If they are not Official Collab how do epic allow it?

Officially Epic does not allow this:
"Even if third party intellectual property otherwise exists in Fortnite (such as Locker items and Characters based on movie or TV characters), you do not have the right to use that content to create your island without a separate license from that third party. "

But the big question is to what extent Epic is required to police copyright infringement. I can image a world in which Netflix would be searching UGC platforms for infringement on their IPs and submitting a DMCA takedown request for the infringing content. (And maybe even suing the creators if they realize that thousands of dollars have been made using their IP?)
I definitely understand the concern though. This is behavior that takes place in lawless third-world flea markets and in my opinion casts a shadow on the ecosystem.
But, looking at the Squid Games (another Netflix IP) collab, I think creators will have more and more options to use IP legally/legitimately over time.
