Is there something that is like a NULL or Dummy Object that can be parented in BP?

Is there something that is like a NULL or Dummy Object that can be parented in BP?I mean the widget handles on the vector are cool but as far as I call tell they can only be children of the Root Scene node. Would be great to have something like the Locator Object in Maya or the Dummy in 3DsMax.

Also does anyone know if it is possible to lock the transforms of certain axis on the Vector handle? for instance being able to lock it so that it only would move in a say the Z axis no matter how the user grabs it.

Can’t you just use scene components and constraints? Or does that not work for you? I don’t completely understand what it is that is wrong with the other things.
