I need to install UE4 on a standalone PC that cannot be connected to our network. Is there an offline installer or a way I can install it on one PC and transfer it over?

Download from any system and just copy paste files on same directory.
All of Unreal engines are usable without installation like games…
I tried it for 4.12 and 4.14
just keep in mind that you have to update with your graphics drivers and Direct X
