Is there a way to manually enter brush location, rotation, or scale?

Is there a way to specify a brush rotation manually like with UE3?

There is currently no way to manually enter location, rotation, or scale values for brushes.

It is a logged feature request, hopefully soon, convert to static mesh is an option as discussed.
