Is the shader complexity viewmode right in 4.22?

It shows way less instructions than in previous versions in the exactly same situations. Is this a bug? Because performance wise doesnt seem to have improve at all.

Notice this is the same scene, and in smaller objects sometimes the opaque/masked materials shader complexity is hardly diferent.
