Is the funding from government grants subject to royalties?

I’ve searched for the answer with no luck. The FAQ of the Publisher’s license states the following (excluding what I believe is not relevant):

"You agree to pay Epic a royalty equal to 5% … as follows:

e. Revenue from advance payments for a Product (from a publisher or otherwise);

g. Revenue in any other form actually attributable to a Product (unless excluded below).

However, no royalty is owed on the following forms of revenue:

  1. Financial winnings generated by awards for the Product;
  2. Revenue from donations for a Product which are not tied to Product access or in-Product benefits;"

On the other hand, the Creator’s license states that it can be used “to develop linear content or custom projects for clients, but not for publishing off-the-shelf offerings.”

I’m simply concerned with the direct funding we have received so far, not any other sales or revenue we could generate. So in this case, under what would grant funding from a government organization fall under? Winnings, donations, advance payment, or other general revenue attributable to the product?

The Publisher EULA does not exclude government grants from royalty. Note, however, that if you are creating a product that will solely be distributed as linear content, you don’t owe royalties for that product anyway.
