It is not perfectly centered, it is offset by the dimensions of the crosshair texture. If I remember correctly, you want to go into the First person hud blueprint, and subtract half the width/height of the texture from the location on each pin, to actually center it.

Is the Crosshair in the Fps Project Sample really centered?
