Is it possible to rig character in a blender?

Hello there! I’m working on a game with a friend, and we’re having trouble with rigging. We want to add a UE4 skeleton to our newly created character, but we’re not sure how to do it effectively.

We’re using Blender, and there are various add-ons on YouTube for rigging in Unreal. Is this the best approach? Can we create an unreal skeleton from scratch in Blender?
We do not want to use auto rig, because we want to do everything as good as possible.
