Is it possible to make a first person shooter with good graphics without adding anything to unreal 4 that cost money?

Yes. But you will have to learn a free 3D modeller such as Blender. Or stick with BSP and cubes produced from within the editor. It’s totally possible to make a great looking game out of $0 and Unreal Engine. Just look at the game jams.
