Is it possible to "emite" the wind?

Is it possible to make, lets say, an actor to spawn the wind?
I mean I have a big bird and I want it to its wings make the foliage receive a stronger wind, when its fly over this foliage.
I have an MPC, controling the wind intensity, and I thought about somehow link it to a box trigger and increase the intensity of it only where the box trigger passes, but I dont know if its possible.

Somebody knows if it is even possible?
