Is it allowed if I move the starter content from an older UE5 version to a project in a newer UE5 version?

And like what about licensing for that? Can I use that starter content in a finalized project?

You can freely move any content from older versions to newer ones, even from UE4 projects to UE5 and the licensing is still valid. If a “finalized project” means a game or a film, you can include starter content from any UE version.
