Is Add Actor world Rotation broken?

I am rotating an actor by pressing W and S bt 1.8f on the Y world axis each time. After a while of rotating it back and forward the other axis contains values, shouldn’t´t they remains to zero? This is causing me problems when I try to rotate later over Z axys and the actor get weird angles. The main target is to rotate it exactly 90 degrees each time but I isolated the problem down to this
