Is 90/21 days requirement valid for publishing too?

Publishing does not work for me, I can’t upload image and then I get error message on creator portal.

I wonder if that’s because of 90/21 days requirement or is it unrelated issue.

Has anyone succeeded in publishing through creator portal even though they don’t meet the 90/21 day requirement? (90 days playing Fortnite/21 days creating islands)

You have to apply as an Island Creator before you can publish.

Is there official confirmation for that?

You do need to apply for the Island Creator Program instructions here. If you don’t meet the criteria a message should display letting you know. Also, good news, the criteria just got reduced down to 30/7 day requirements posted here.
