First, there is no reason to set NDK to android-24, you can use android-19. SDK API Level can be set to android-24.

The depreciation error may be due to a newer version Android SDK Tools. I wouldn’t use anything newer than 25.2.3 (this is what I’m currently using). I’m also using SDK Platform-tools 25.0.0 and Build-Tools 24.0.2.

So how to fix it?

Go to Project Settings -> Android SDK and change NDK API Level to android-19. Then go to your CodeWorks installation path and run SDK Manager. Download and install NDK API Level 19. Try build again and check if it helped.

You have upgraded the Android SDK Tools too high. 25.2.3 works but 25.2.5 does not.

How to reduce the sdk tools level?

Use the CodeWorks for Android 1r6u1 installer in 4.16 to install it again; it will download the right versions.

I keep getting this any time I try to build it says it requires SDK Api Level 23…when I set it to android-23…I get an error saying that

it was building fine before I started using the universal mobile ads plugin…now it doesn’t build no matter what I do…can you please help?

Your platform tools got updated to an unsupported version. Check the contents of android-sdk-windows/tools/source.properties for the Pkg.Revision. Only the versions installed by CodeWorks for Android 1r6u1 should be used; do not update them.
