Interacting with the editor (UI, Drop-down Menus, Right-click Menus) crashes the engine [UE 5.3.2]

It’s a fresh project, I restored the default settings for NVIDIA control panel, except I changed the UE driver from integrated to the NVIDIA driver).
I edited the TDR Events in registry to 60 seconds, then 120.
I changed my RHI to DX11 (from DX12)

My GPU usasge doesn’t spike (Except for that video decode bump, idk what that is):

The crash mainly happens when I interact with the editor:
Right click menus, Drop down menus, Toolbar menus, Hovering over soemthing to summon Tooltips.
The crash always feels like it’s failing to render the menu or tooltip.

I’ve tried so many things and nothing I found works.
