InstancedFoliageActor will appear with the same Package short name , when using OFPA in the world partition

I`m using DataLayer , in Foliage mode , I selected a single FoliageType , and then moved it a little bit , a new InstancedFoliageActor is generated in the outliner , the new one will use the same Package short name as the old one.

During runtime, only one Actor is generated.
