. Is it possible to install UE4 or UE5 without it freezing up or long lag times?
You may be able to run the editor on small projects, maybe.
As soon as the projects start adding any real content, you will run out of memory.
Not only is 16 GB kind of too little for the editor, but the Intel UHD Graphics “steal” video RAM from the main RAM, making it even more contended.
Would it be better to use UE4 offline for memory efficiency?
Networking doesn’t use any amount of RAM significant enough to make a difference.
The biggest showstopper is definitely the integrated GPU, though.

Welcome to the Unreal Engine Forums! I see that you’re having questions in regards to the system requirements for UE4/5. This is the link to the Requirements for UE4 and this is the link to the Requirements for UE5. I couldn’t say for sure how the performance would be on that specific system. You could test it to see. But, as the users in this thread mentioned, you’ll definitely run into issues when adding any amount of content to a project. It can be quite heavy not only on the GPU. But, the processor as well.
