I have problem to install visual studio 2013 on new version of windows 10 Pro…
The installer said : Windows Program Compatibility mode is on. Turn it off and then try Setup again.
but in installer properties and compatibility tab all check boxes is off …
I had this problem however installing a tool for visual studio 2013
just opened a terminal in the tool folder and run? < tool_name > /Uninstall

This seems like a problem inherent to Windows 10 and Visual Studio 2013 which are both owned by Microsoft. I would suggest attempting to contact Microsoft Customer Support or their community. You can find Microsoft’s support section at the following link: Microsoft Support
Don’t get express, get the “community” version. Installed and worked fine for me in Win10 insider.

It’s not installer properties and compatibility tab…
You just need that you turn off **Compatibility mode Services **
Type services.msc and turn it off
Or install Microsoft Visual Studio 2015 community ,it’s work fine with windows 10
