Input binding regardless localization

Hello,

I want to bind input to a specific key in a keyboard regardless of localization.

Example: In U.S. English layout apostrophe is left of 1. In Spanish layout Apostrophe is right of 0.

If I want to bind an action to “the key left of 1” regardless the language of the system what should I do?
