Importing Skeletal Mesh from 3DS Max results in shrunken down bones

Hi. Since the 3D character modeler gave me the model, I have noticed that while the skeleton and rigging is perfectly fine within 3DS Max, the bones themselves become much smaller than the actual mesh, resulting in severe deformities when playing animations. We have been trying to identify issues but to no avail. By his discretion, I have the 3DS scene and the exported FBX here. We don’t know where to start to try and fix the problem but we would be very grateful for help.
