Imported animation from Blender only moves SOME bones

My FBX mesh with animations animates perfectly in Blender, and in my 3d viewer app. However when I import in into unreal, only a few of the bones are animated. The whole skeleton is present, and the mesh deforms properly when I move bones by hand. However some of the bones simply do not animate. Any insight would be much appreciated!

Here is a link to my fbx, can anyone else import this to Unreal and try it? Specifically, the bat’s wings do not flap in Unreal, but the bat’s head, spine and mouth do move:

I tried in UE4.27 & 5.1, and both worked fine. Is there any error when you import the mesh?
