Import of Skeletal Mesh have arbitrary bone rotations

In any event; here is my question:

Why are some imported objects that are input as skeletal meshes having non 360 degree rotations?

I have attached a zip file that contains a max file and an fbx file that demonstates the problem. In this case, the model rotates visibly by 90%, however in the unreal engine the rotation value is only 9 degrees.

Not all models exhibit this behavior, however I have been unable to find out what causes it.
