It’s not TressFX, it’s just textured hair cards. It doesn’t even look like it’s using physics, from what I can tell it looks like it’s skinned and they have some random animated noise on some parts.
It is indeed TressFX (TombRaider Video). Some guy was working on TressFX implementation and HairWorks for UE4 but I don’t know if he ever got around to finishing it.

Bad news, that Thread is almost dead. , I found TressFX 3.1 API: GitHub - GPUOpen-Effects/TressFX: DirectX 12 and Vulkan libraries that provide convenient access to realistically rendered and simulated hair and fur , but i don’t know how to use this in UE4. I need help~
Really? that hair is just hair cards? but how do that hair move very softly? I don’t think it is possible with Bone(DynamicAnim).
With some good materials and textures and probably a bunch of bones, it can be possible. The hair planes look like they were positioned well too.
Here is example I made.
It would usually look something like this, I’m not sure what program you are using. You also probably have way too many hair planes and polygons for that hair.
That was a pretty realistic character…
