Well I sort of fixed it but it takes some tedious work to do for every animation and if anyone has a better way then pls help xD
Solution:
first, follow this tutorial to fix the ik_foot retargeting issue:
then follow this one to fix every other ik bone placement issue for every single animation (the tedious part):
