If I cancel my subscription, can I still download apps from the marketplace???
To access the marketplace you have to log in, with no valid sub it should block you from reaching that section.

If you cancel your subscription you will still have access to any content and engine versions that have been released while in your subscription window.
ie. If you cancelled today and your next bill date was 30 days away, you would have access to everything that is released until your next bill cycle when the account would be officially cancelled. This means that you would not have access to anything released after this time.
There is one addendum to this though. If you cancelled today with version 4.2.1 and let’s say two months from now we release a hotfix for 4.2.2 you would have access to this hotfix. Any hotfixes, no matter when you cancelled, that are for the version engine you are using will be yours to download and update with.
