I’ve been trying to make a IES texture work, but the engine is not allowing me to place it.
It’s imported as texture and the IES textures are “Texture light profile”

What do you mean by “place it”?
To use an IES Profile, you assign the texture in the light here:
If it is greyed out, change your light to stationary and then you can add it. If you then change it back to static, it still works. Or that’s how it was for me anyway.

Yup,
I think it just not allowing it because of the format, when it’s exported it’s just like ordinary “Texture” and the other texture of format they’re under “texture light profile”…
I’m really eager to understand how the IES should be confirmed. =)
I’ve tried googling it, but couldn’t figure it out. Am I missing something fundamental about the IES texture itself?

As Mosel3y mentioned you need to have your light set to Stationary or Moveable, it will not work with a static light, so do :
Set it to stationary as shown in the image above, and then drag your IES profile texture onto the “IES Texture” slot. In your image you posted it shows your light is set to static, you need to set it to stationary first before dragging the image onto it.
If that doesn’t work please upload the image so we can test it.
EDIT: Hang on a sec, that isn’t an IES texture format, they have a *.ies format instead…
I have downloaded a huge free library available full of these light profiles, I will upload them to Dropbox for you, have a look through them and see if you can find the one you are looking for, they are not actual textures, just light data.

Ok, sorry for making you go through a step for no reason, but I realized 2 minutes later that I had given you bad info… Sorry for that!
So IES Lighting uses an IES profile to give the light a certain appearance, but it is not an actual texture, you can’t use an image as a Light Profile.
Because of that I can’t help you with your image, but I have Uploaded the entire IES Function Library from Phillips (light bulb maker) that is produced for us to freely use, I think there are around 300 or so total organized into folders that describe a type of light (incandescent, fluorescent, etc). Trouble is there is no way to know what the profile looks like.
So I included an application I use to open up one of these files and look at a preview of what it would do, it works great, but can be a bit tedious…
The other option would be to Import the entire folder into UE4, then you will see a preview of the light profile in the editor.
Either way, up to you how you do it, but hopefully you can find a similar (or even better!!) one than the one you had, and if you want even more of these files I know of a few links, basically any manufacturer of lightbulbs has one of these library’s so they can simulate how it looks for their customers.
