I’m not sure if this is a question about UE4 specifically or just a very general question.

Regarding UE4, the EULA does not permit use in connecting with gambling so there is a big restriction there. If you want to pursue gambling development with UE4, that requires a custom license.

If you mean in a general sense, there are of course lots of regulations at the country or local level regarding gambling products. This is something you should carefully research before diving in.
