Well, thats a very wide topic, it depends on exacly what you are looking for, to get the roots, I would recomend following this tutorial:

Create a Movable Player Character From Scratch

You will create a character without using sample blueprints. If you have any question you can see the oficial documentation about characters:

Setting Up a Character

With that base, you will be allowed to focus on the character you are looking for, and go a specific video depending on your needs (animations, movement, attribute system…)
