I need the offline one because my company won’t let us install it via download, and they won’t use the GIT package. In order to get this do I need to purchase a user seat for this first, is that why it won’t appear?

In order to get this do I need to purchase a user seat for this first, is that why it won’t appear? I saw on another page and wondering if that is why.

They don’t want to let people need Epic Games Launcher, just the Unreal Engine, and any related components to support Unreal Engine, but not install games or other updates online.**

Tell them to tell admin to install that software for you.

It is usually admin that makes such security rules, so let admin deal with consequences of his own security policy. That is best way to make admin understand his own security policy.
