I need basic input so I can start a project. Input is very appreciated

I am new to project development and am not a programmer. I want to build accident reconstruction videos. An engineer (I already have) would provide technical details on the location, speed and movement of the vehicles. I need animators (I might be using the wrong term) to give life to the engineer’s thoughts.

My questions:

  1. How many man hours might it take to create a video like this? 50? 100? 500? 1000?
  2. Is UE4 a viable choice of software for this?

I believe UE4 would be a viable choice for this, the new Sequencer for Cinematics would likely make such things quite a bit easier as it moves into 4.12

As far as man hours goes, I think it would really depend on quite a few factors, what sort of skill level do the people working on it have?

Lets assume that I hire one person with 5 years experience at 3d modeling, several years in c++ and is familiar with UE4. And lets assume that I want them to create an equivalent to the video above.
