I have Windows 8.1 and get error R-1053 when installing Unreal Engine 4.12.1

I’m new to Unreal Engine, and I have only tried to download 4.12.1. When I first tried to download this, it was stuck on “Prerequisites”. Now I’ve tried it two more times and got this message
“Install Failed
The necessary prerequisites have failed to install. Error code R-1053.
Please ensure your operating system is up to date, or view our troubleshooting guide
for additional information”.
