I have a model that shows 1.8 gb for texture. I put that model in my library. Bring model into new scene and its only .8 gb for texture. No hdri, same plane material.

I've been experimenting with opening the same model. My original texture size is 1.8gb. I save that model to my library and open it in a new scene and I get .8 gb for texture. The file size for both versions is 68.2 mb. I've used the resource collector on both with no change to either. Does putting a model in the library store the textures differently?

When you save an item to the User Library, that item undergoes some compression to reduce file sizes, and textures are among the parts of the file that are compressed. That effect differs based on a few different factors, such as original file type of the imported model, import process, modifications made, etc., so you might notice some differences for different models.
